The Food Cellar located in basement one offers shoppers wide dining options with eight familiar food and beverage outlets. Shoppers have a choice of Asian and international cuisine from restaurants such as Din Tai Fung, Soup Restaurant, Shimbashi Soba and Tambuah Mas Indonesian Restaurant. Formal dining is available at Imperial Treasure Super Peking Duck Restaurant and Crystal Jade Golden Palace on level five. A line-up of casual café dining is available on every floor. These include Bakerzin, projectshop Café, Coffee Club, Caffe Beviamo, Cova and Dome. Shoppers looking for snacks can choose between old Chang Kee, Famous Amos, Jollibean and Ah Mei Kaya Toast, among others.

Paragon's anchor tenants are established favourites among Singaporeans. Metro hosts its only outlet along Orchard Road at Paragon, while Marks and Spencer, Paragon Market Place and Toys 'R' Us appeal to all shoppers.
